    The sitting Katerera County MP, Hatwib Katoto has asked the High Court in Mbarara to throw out the newly elected legislator, Muhammad Kato who is also his brother over lack of the required academic documents.

    Katoto, the incumbent lost the seat to his brother, Kato in the January,14 polls, and now wants court to declare that his brother was not validly elected as Katerera County MP and that the election should therefore be annulled and a new election be conducted, citing irregularities.

    Among many more things, Katoto accuses his brother of riding on his popularity to beat him in an election. He claims that Kato utilised his popular name (Katoto) to successfully confuse his voters.

    “Contrary to Sections 76 (a) and 80 (b) of the Parliamentary Elections Act, the first respondent published campaign posters reflecting the name ‘Katoto’ as part of his name whereas not, with the intention of misleading the voters and passing off as KATOTO HATWIB.”

    Also in his petition to court, Katoto says Kato was not validly elected as a Member of Parliament for Katerera County since the nomination, election and declaration by the Electoral Commission had multiple flaws.

    “The first respondent (Muhammad Kato) was not validly nominated and elected since at the time of his nomination and subsequent election, he lacked the requisite academic qualification of minimum formal education of Advanced level standard or its equivalent to stand as a Member of Parliament,” Katoto says in his petition.

    According to Katoto, his brother who is also the MP-elect didn’t qualify for nomination of the said election within the confines of Article 80 (1) (c) of the Constitution and Section 4 (1) and 61 (1) (d) of the Parliamentary Elections Act No.17 of 2005.

    Katoto also accuses his brother of violence through intimidation of his supporters at several polling stations on the polling day and ballot stuffing.

    The incumbent also accuses polling officials of allowing multiple voting by gun and stick-wielding men who moved from one polling station to another and that these did so in the favour of Muhammad Kato.

    Katoto says that contrary to provisions of the Electoral Commission Act and the Parliamentary Elections Act, the Electoral Commission compromised the principle of impartiality and transparency when it failed to restrain Kato and his agents from carrying out illegal activities during the election exercise but rather supported the vice.

    In the petition where the Electoral Commission has been listed as a respondent, Hatwib Katoto also accuses his brother, Muhammed Kato of bribing voters by donating an obstetric machine to Katerera Health Centre and an electric pole to voters at Kabaseke in Katerera Town Council.

    Katoto insists Muhammed Kato directly and substantially benefitted from this non-compliance with the electoral laws and other irregularities and therefore should be thrown out of parliament.

    Justice Kisakye's misunderstanding with the Chief Justice Owiny-Dollo came in light during Kyagulanyi's presidential petition withdrawal against Museveni's reelection

    Sources at the Kololo based Supreme Court have revealed  that two former Chief Justices have started mediating between eight Justices of the Supreme Court led by Chief Justice Alfonse Chigamoy Owiny-Dollo and Justice Dr Esther Mayambala Kisakye.

    Our sources stated that last month, Justice Bart Magunda Katureebe, the immediate former Chief Justice separately met Chief Justice Dollo at his chambers at the Supreme Court and they held a secret meeting which took almost three hours. Our sources intimated to us that two weeks later, another former Chief Justice, Benjamin Odoki also met Justice Dollo, where after the two former Chief Justices met the eight Justices of the Supreme Court including Justice Robby Opio Aweri, Justice Mike Chibitta, Justice Stella Arach Amoko, Justice Faith Mwondah, Justice Ezekiel Muhanguzi, Justice Percy Night Tuhaise, Justice Paul Mugamba, and the issue at hand was the misunderstanding between them and fellow Justice Kisakye.

    It is not yet established whether the former Chief Justices also met Justice Kisakye. The misunderstanding came in light during the withdrawing of the presidential petition filed by National Unity Platform (NUP)’s former presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine challenging president Yoweri Museveni’s victory.

    Justice Kisakye accused Justice Dollo of confiscating her file containing her dissenting judgement after refusing him to vet her ruling. Judiciary’s Senior Communications officer Ssalongo Solomon Muyita rubbished Kisakye’s accusation stating that the problem was with her because she refused other justices on the penal from going through her ruling as the practice is, and or requires.

    The National Resistance Movement (NRM) party leadership has warned the selected party members and the new elected Members of Parliament to avoid involving themselves in acts of indiscipline including having sex and getting drunk on alcohol during the ongoing party retreat at Kyankwanzi National training Institute.

    Speaking to the Grapevine, Emmanuel Lumala Dombo, the NRM’s Director for Communication and Public Relations revealed that they have already started investigating the indiscipline exhibited by their members during their trip to Kyankwanzi on Thursday evening where party members got drunk and started abusing each other on the bus. Dombo described the incident as “absurd” and revealed that investigations are on into the matter, warning that culprits will be punished.

    Sources in Kyankwanzi intimated to this website that there is a candidate vying for the office of the deputy speaker who bought expensive alcohol and wine, on it branded with her pictures asking them to vote for her.

    Dombo also said that all members who are going to attend the meeting will not be allowed to access their mobile phones until evening.

    He added that other members who are pregnant will not be allowed for exercising after classes and breast feeding mothers were not welcome because of the highly physical demands of the retreat.

    There have always been ugly reports from the previous retreats at Kyankwanzi where reports of alcoholism, explicit sex and NRM big wigs fighting for beds.

    Rapper DMX, 50, Dies Of Heart Attack…

    Rapper Earl "DMX" Simmons music inspired countless fans across the world,

    US rapper and actor DMX has died at the age of 50, five days after suffering a heart attack.

    The performer, real name Earl Simmons, had been placed on life support and died with his family by his side.

    In a statement, his family said he had been “a warrior who fought till the very end”.

    “Earl’s music inspired countless fans across the world and his iconic legacy will live on forever.”

    DMX, aka Dark Man X, was a leading hip-hop performer who collaborated with such artists as JAY-Z, Ja Rule and LL Cool J.

    He took his moniker from the name of a drum machine used in rap tracks.

    The chart-topping artist’s songs included Party Up (Up in Here) and X Gon’ Give It To Ya.

    He also acted on screen, appearing in such films as Cradle 2 the Grave, Romeo Must Die and Exit Wounds.

    Born in Mount Vernon, New York in 1970, DMX publicly battled substance abuse for years and spent several periods in rehab.

    A father of 15, he served jail sentences on charges including animal cruelty, reckless driving, drug possession and weapons possession.

    According to his family, DMX died on Friday at White Plains Hospital in White Plains, New York.

    “He loved his family with all of his heart and we cherish the times we spent with him,” their statement continued.

    “We appreciate all of the love and support during this incredibly difficult time.

    “Please respect our privacy as we grieve the loss of our brother, father, uncle and the man the world knew as DMX.”
