David Lewis Rubongoya the National Unity Platform (NUP) Secretary General when exclusively contacted by the mighty Grapevine, declined to respond on the dossier that placed him on the scene of receiving Shs13bn handshake from President Yoweri Kaguta Museveni during the 2021 general election.
Rubongoya told theGrapevine on phone that he doesn’t have time to respond to the said allegation,” My friend give me a break, I’m not going to respond on that.”
On 22nd July 2023, Samuel Lubega Mukaaku, the self-claimed chairperson of DP Bloc which was the first to enter a partnership with People Power that gave birth to NUP authored a dossier tasking Rubongoya to explain the Shs13bn he received from President Museveni to help in the 2021 political campaigns.
“You have previously indicated that President Museveni’s handshake money was brought to NUP in cash, but the secretariat rejected it. If so, please clarify when and how you returned it to the sender,” Mukaaku stated.
Highly places sources in Mukaaku’s camp told theGrapevine that Rubongoya has only two weeks to respond to the questions in their dossier if not, they will produce evidence showing how him together with his boss Robert Kyagulanyi Ssentamu (Bobi Wine) were getting money from Museveni.
He narrated that it all started when Museveni was threatened by a number of radical youths who were determined to push opposition dream through Bobi Wine of entering State House through a new youthful president under their slogan’ kigwera Entebe mu ntebe’.
NUP insiders claim that even though Museveni released billions of money to Forum for Democratic Change (FDC) to disorganise NUP support, he was also advised to clandestinely release money to NUP and it was delivered by a senior military officer through the NUP SG.
These insiders said that it was kept as a secret until one of the top politicians from Buganda who was struggling with debts because he had spent a lot of money trying to secure a parliamentary seat, got to know about the money issue.
The said legislator (names withheld) used a lot of money because even though his immediate competitor was from the opposition he was bankrolled by president Museveni yet they were both using Bobi Wine’s slogans, even though the winner was the one with NUP ticket.
The insiders maintained that the legislator’s businesses including schools were struggling and his employees including teachers were threatening to strike over delayed monthly pay.
These NUP insiders claim that NUP’s top leadership knew about this legislators’s struggles and when he started asking for money, he was silenced with Shs1bn and given a juicy office at parliament.
Other NUP sources who taled to this website claim that one of the top leaders at the Secretariat used the said money to buy a house in Kiwatule and others bought commercial vehicles like Sino Trucks which were exempted from paying taxes after an order from the big man.
Sources claim that Mukaaku authored the dossier to save some NUP leaders in parliament who were receiving threats from the Secretariat that they were going to lose their juicy offices at parliament.
“It is these NUP leaders in parliament who are allegedly giving Mukaaku all this information which has been kept secret for some time,” a source said.
The source adds that they even connived with Annet Anita Among, the speaker of parliament, to direct the Auditor General John Muwanga to audit all the opposition political parties receiving money from the government.
Sources said that the directive was targeting Bobi Wine’s NUP secretariat leaders and it created panic among them.
Other questions Mukaaku put to Rubongoya include; his continued links to State House and security agencies even though he is a key actor in the leading opposition Party.
He claims that Rubongoya has been seen visiting the State House severally in the guise of being a leader of the Great lakes students Union.
Mukaaku threatened that he has overwhelming evidence pinning Rubongoya on working closely with State House officials.
He adds that Rubongoya is an operative working for State House and other security agencies.
“At what point do you separate your work as Secretary General of the opposition NUP and leader of the state funded Great Lakes Students Union? Did you ever server ties with the State House which funded your education from Kanyarweru to Harvard University? Have you cut links with military and security agencies that accorded you specialized training and have you stopped taking on their assignments?” Mukaaku’s dossier reads in parts.
He notes, “Have you resigned from the Military and security service and when will you publish your discharge certificate?”
He further accuses Rubongoya of being a member of the Gen. Muhoozi Kainerugaba presidential project claiming that he held several meetings with Gen. Muhoozi himself and his team members.
Mukaku disclosed that, “One such meeting was held at his Victoria mall office in Entebbe, the day before you and Hon. Kyagulanyi traveled to Jinja to unveil Hon. Mwiru and other members from Busoga. He was cited at Gen Muhoozi’s office at Victoria mall in Entebbe, the day before he together with Bobi Wine traveled to Jinja to unveil Alliance for National Transition (ANT)’s Paul Mwiru and other members from Busoga.”
Mukaaku wants Rubongoya to confirm or deny that the said meeting was sanctioned by NUP leadership or Bobi Wine and whether it had any strategic bearing on the day’s events in Jinja. He further wanted Rubongoya to confirm whether it is true that he received and mismanaged donations from the global LGBT movement.
He alleges that Rubongoya received and yet took no action to stop the swindling of immense funding support from donors, especially NUP LGBT partners namely the Harvard LGBT teams, and other LGBT donors.
He gave the example of the assistance received to support NUP legislators in parliament during the process of enactment of Anti homosexuality, which was stolen but Rubongoya did not take any action.
“Do you find your actions fitting?” Mukaaku states in his dossier.
He wants Rubongoya to explain the two houses in Nalya and Kyanja and an apartment block in Kira which he claims he acquired in just a space of two years.
He alleges that Rubongoya as the head of NUP secretariat is a beneficiary of corruption proceeds.
He also cited nepotism at the NUP secretariat; blackmail and tribal witch-hunt whenever questions are raised about him.
Mukaaku alleges that Robongoya filled all positions at the NUP Secretariat with his tribes mates, relatives and in-laws.
He adds that Rubongoya has a hand in the drone arrests and kidnap of NUP activists. He noted that many activists listed in NUP files have coincidentally been arrested after holding briefing meetings with Rubongoya.
He gave the example of a key activist who was taken off a taxi by security agents on his way to an assignment following a meeting with Rubongoya.
Another activist was also arrested after confiding in Rubongoya of plans to pursue a visa to run into exile.
He claims that many key leaders of Freedom Boda were kidnapped after Rubongoya requested for a list of their contacts on the pretext that he was processing their welfare support.
He claims that many activists who disagree with Rubongoya’s ways end up being kidnapped or arrested.
Mukaaku adds that at NUP offices, there are known operatives working for security and intelligence agencies working under the disguise of executing tasks for the office of the Secretary general.
