    Kabaka of Buganda Ronald Muwenda Mutebi’s Kigo Land war with city tycoon Hamis Kiggundu, the proprietor of the Ham Enterprises Limited has deepened after Ham’s lawyers called for the prosecution of Buganda Land Board (BLB) boss Bashir Kizito Juma over conflict of interest.

    Kabaka through his lawyers led by Buganda Attorney Christopher Bwanika, lawyers from K&K Advocates and S&L Advocates petitioned the registrar Land Registration John Karuhanga seeking the cancellation of land titles Comprised on Kyadondo Block 273 plot 23974, 23976, 23975, 23977 and Kyadondo Block 273 plot 87,99, 110 situated at Kigo in Wakiso district.

    Kabaka asserted that he is the rightful owner of the land and accused Ham of fraudulently conniving with officers at Wakiso district land board to grab his land which he inherited from his father and grandfathers.

    He added that Ham admitted that he illegally obtained the land and accepted the cancellation which he strongly objected to in his defense before Karuhanga.

    In his defense, Ham, through his lawyers led by Fred Muwema contended that he is the owner of the land after he legally obtained it from Wakiso district land board.

    He claimed that the survey report which Kabaka Mutebi based on to argue his case is fake since it is not even dated and that’s the reason why he appointed a private surveyor William Matovu to conduct another survey report which contradicted with that of the Kabaka. He promised to present it to the registrar.

    He pleaded to the registrar not to base on the testimony of Bashir Kizito Juma, the legal Attorney to Kabaka because he has a conflict of interest in the matter.

    “Our contention is that there is an actual conflict of interest in the duties of Bashir Kizito Juma acting both as a public officer and a private officer of the complainant,” Ham’s lawyers said.

    They added, “This type of conduct by Bashir Kizito Juma is against the Code of Conduct and Ethics of Public Service issued under the Public Standing Orders 2010.”

    They divulged that conflict of interest is a punishable crime in Uganda especially where a public officer holds a position in a private body whose operations are in conflict with his official duties.

    He added that the irony of the matter is that the freehold titles were granted by the Wakiso District Land, which employs Bashir Kizito Juma which means that he is both a witness and the architect of the complaint.

    “This tribunal can therefore not entertain this conflict of public officers to pursue a conflicted complaint which derogates all best practice in public law. In our considered view, entertaining this complaint as presently filed is to perpetuate illegality and a constitutionally prohibited act,” they stated.

    Ham pleaded with Karuhanga’s tribunal to dismiss the complaint and declare him the rightful owner of the said land.

    Bashir Kizito Juma is the head Corporate affairs, operations and business development at Buganda Land Board (BLB), a corporate body that runs the kingdom’s land.

    Karuhanga is set to declare his team’s decision this week.

    Maj. Dr. Tom Magambo, the Commander of police’s Criminal Investigation Department (CID) through the Inspector General of Police (IGP), Martin Okoth Ochola has fired all junior detectives in Kampala Metropolitan Police area over corruption and incompetence.

    Multiple credible sources at Kibuli, the CID headquarters have intimated to theGrapevine that 47 detective inspectors and 355 detectives at the lower ranks were all transferred to upcountry police stations.

    “The transferred detectives are expected to leave the city this week,” a source said.

    He added that when Dr. Magambo was appointed CID Director, he profiled all senior and junior detectives in Kampala Metropolitan police area and established that many of them have been in their respective stations without being transferred for more than 22 years.

    The source further revealed that Dr. Magambo further noted that his predecessors were only transferring senior detectives and the juniors were left at their stations that is why they ended up allying with criminals.

    “Whenever a senior detective was transferred, the junior officers stayed and often made it hard for the new senior officers at their station to implement police’s policies. They have even been conniving with criminals to beat the system and evade justice,” a source said.

    Sources added that before announcing the changes, Dr. Magambo first made a number of workshops and trainings of all detectives where top security officers from different agencies were educated on modern skills of investigating crime especially in this era where criminals have exhibited advanced skills in committing crime.

    Sources said that the affected junior officers were directed to hand over offices and files which they are still investigating to the new officers transferred from upcountry.

    Magambo made the transfer a few weeks after President Yoweri Kaguta Museveni, in writing, complained to the IGP and other police leadership for sleeping on the job while criminals are terrorising Ugandans in Kampala Metropolitan area.

    Sources said that the big man wondered how criminals have managed to terrorise Ugandans when his government has invested a lot of money in procuring Cameras to fight crimes in the city.

    Sources said that Museveni threatened to personally intervene in the matter if Ochola and his men fail him this time around.

    The Criminal Investigation Department (CID) has summoned Aringa South County Member of Parliament, Alioni Yorke Odria.

    The Directorate of CID has summoned the Member of Parliament for Aringa South County for statement recording.

    According to police mouthpiece, Fred Enanga, the summon was sent through the office of the Rt. Hon. Anitah Among to appear at CID Headquarters on October 4th 2022, at 10 am.

    He revealed that Hon. Alioni Yorke Odria is alleged to have acted in a disorderly manner on 29th September, 2022 in Parliament where he attacked and punched a police officer who was on duty without any legal justification.

    It should be remembered that on September 29th, at about midday, Mr. Alioni Yorke Odria stormed the House with a ballot box of pre-ticked ballot papers and accused some individuals of ballot stuffing and rigging the elections.

    Alioni insisted, “There is rigging happening here. Vote rigging! Vote rigging. I am ready to die. The ballot boxes have been stuffed.”

    Moments later, he punched a police officer on the neck. The officer quietly walked away from the legislator.

    Hon. Odria then hurriedly walked off to Parliament’s South parking lot where a team was setting up ballot boxes [under a tent] that were to be utilised later for the voting exercise.

    “Media should stay here because there is rigging taking place,” Hon. Odria said. He eventually walked away.

    Former NBS journalist, Remmy Bahati has questioned government over the unlawful arrest and detention of her relatives.

    Bahati alleges that her family fell victim to the drone abductions yesterday.

    She revealed that armed plain clothed men driving a drone with no plates stormed her 76-year-old father’s house in Fort Portal City under the guise of searching for ‘guns’.

    “They didn’t find any (guns) and abducted my brother, cousin and his friend who was visiting. Their whereabouts are unknown. Help me find them,” she added.

    The US-based journalist has since pleaded with the defence Spokesperson, Brig. Felix Kulayigye to investigate the matter and help her find her family members.

    “My dad has been going from one police station to the other looking for them but no luck. I demand to know the whereabouts of my brother, cousin and friend identified as Abala.”

    In response to her cry, Uganda People’s Defence Force (UPDF) Spokesperson, Brig. Felix Kulayigye revealed that last evening, the flying squad arrested a one Allan who has been masquerading as a soldier.

    “Police flying Squad assisted by other security agencies carried out an operation to apprehend criminals who have been masquerading in military attires, conning people in & around Fort Portal City. On a tip off, one Kanyesige Allan, main suspect, was netted in Semuliki Lodge and Bar with a lady accomplice, Peace Sudai.”

    “On brief interrogation, he led the security team to the home of Katungi Kelvin, claiming to be his place of aboard. Katungi Kelvin was also on the wanted list as an associate. He too was apprehended. Two other associates Mugisa lsaaya and Asa ba Abdulatif were also arrested. They are all detained at CPS Fort Portal.” UPDF spokesperson said in a statement.

    However, Bahati told the UPDF Spokesperson that none of the people mentioned is a relative to her.

    “None of the pictures of the suspects shared by UPDF is related to me. UPDF don’t play games with me. I need to know where my brother is. Period! The unlawful detentions, torture and abductions must stop.”

    “Where is my brother Mr. Katungi Kelvin, My cousin Mugume Latif and their friend Identified as Abala who you picked up from home in a drone?” she asked.

    UPDF responded to her that, “I did not say they are your relatives, we have shown you those that we arrested from Fort Portal. That’s all.”

    This comes after a number of alleged abductions of different opposition supporters in the infamous drones.

    National Unity Platform (NUP) president, Robert Kyagulanyi alias Bobi Wine recently demanded the release of these victims dead or alive.

    He noted, “The Drones Are Back.” These past three weeks, 15 of our people have been abducted by state operatives. Most are still missing. Others were brought to court days or weeks later, limping as a result of grave torture.”
