Democratic Party (DP) president Norbert Mao, who also doubles as the Minister for Justice and Constitutional Affairs, has revealed that DP has applied the shock doctrine, so Ugandans should deal with it.
“DP has applied the shock doctrine. We all don’t know how it was done but there it is, deal with it,” he said.
Mao made these remarks while addressing the press today, 26th July, at City House in Kampala.
Mao started by announcing his swearing-in as minister, that is due to take place tomorrow, 27th July, at State House in Entebbe, at 10:00am.
He further noted that thereafter, he will be invited by Parliament to swear in as an ex-official Member of Parliament (MP) without a constituency.
He explained that when one is an ex-official, they are there by virtue of being a member of the executive.
Mao also revealed that he was very pleased during the vetting and the MPs impressed him by their focus.
Mao divulged, “The Leader of Opposition, (Mathias Mpuuga) for example asked me what I will do as Minister for Justice and Constitutional Affairs to make a constitutional body known as National Consultative Forum (NCF) for political parties effective.
“As usual, sincerity is the best policy, I think God rewards those who are sincere because he sees the heart, he doesn’t just hear your voice. So, I told the LOP that we are concerned that some parties with representation in parliament don’t want to join the Interparty Organisation for Dialogue (IPOD).
“We hope that since the National Resistance Movement (NRM) chairs the NCF for political parties and the National Unity Platform (NUP) is the Deputy chair, we shall try to invest more in order to create a better climate for dialogue.”
Mao also disclosed that during vetting, they asked him about political prisoners and he told them that the matter is in court and so it is not necessary for him to express a lot of opinions, he however told them that he believes that it would be important to offer some fresh advice on how the government can deal with those cases.
“I also told them that unlike other members of the cabinet who are appointed based on either winning election or on account of what the Head of State thinks they can do for the government, I was appointed pursuant to a corporation agreement.”
Mao added that he wants to reiterate that DP approved three strategic objectives when they had their retreat at Esella Hotel last year after the 2021 general elections.
He contended, “The National Organising Sector of the party gave us our report card. It was not as bad as people wanted it to appear. You all know that we went into the 2021 elections with four members of parliament, 10 of our 15 MPs had crossed and one had died so we had only four MPs when we went into the election but we came back with nine.
“Those nine are worth more than their weight in gold. So, I told the committee that my terms of reference and the job that DP will be spear heading is clearly stated in the cooperation agreement.
“I urge Ugandans not to mix up what they call a merger (a merger means you become one), then we have a coalition, it can be before elections or after elections, then there is an alliance and corporation.”
He asserted that it is his duty not to overreact when people misunderstand this corporation.
“That is why you have noticed that I have not been as tuff as usually I am. Because the Nobert Mao you know would not just sit by and listen as people attack him and call him names. I would at least release a few missiles but I have decided that when people are speaking out of limited information, it is your duty to give information. So, I have decided deliberately to spend time explaining to our leaders what really happened.” he propounded.
Mao further noted that he is very proud of the DP Management Committee.
“The DP Management Committee has 11 members, I chair the management committee as president, the vice president, Mukasa Mbidde is a member, the secretary general, Dr.Gerald Siranda is a member, the national chairman, Dr.Mayambala is a member, the national treasurer, Hon. Babirye Kabanda is a member, the national legal adviser, ‘Omukungu’ Nalukola Luyimbazi is a member, the national organising secretary, Herbert Lutagwera is a member, the president of the UYD, Ismail Kirya is a member, the President of the Women’s League, Aisha Nuriat Waliggo is a member, the national publicity secretary, Okoler Opio is a member, deputy secretary general also seats in that meeting plus the parliamentary whip.”
He revealed that the organ meets every Wednesday and everybody gets a notice.
“I want to assure you that I briefed the management committee which is a constitutional body to do work on behalf of National Executive Committee (NEC) and I’m actually proud of the management committee because nothing licked for one full year. The fact that nothing licked is actually a surprise. I think DP leaders can manage government.”
He also emphasized that according to the agreement, the DP now has an opportunity to participate in government on the issues of peaceful presidential transition.
He concluded that by 2026 they are likely to have an all-party government.
“The new Uganda with level ground, a new constitution, people leaving in harmony and clear political blocks where you are sure of what you will get depending on who you will vote. Let us cook it properly and not serve something which is not ready.”
