Francis Kinubi, the troubled headteacher of Salama School for the blind in Mukono district is set to be grilled by operatives from the Chieftaincy of Military Intelligence (CMI) over the cause of the deadly fire that killed 11 innocent blind children on Monday night.
Maj. Gen. James Birungi, the CMI boss revealed that the army will led the investigation into the matter which is being treated as a terror attack.
“I am assuring you we shall investigate and the culprits will be brought to book ” the flamboyant spy master said.
CMI sources told theGrapevine that president Yoweri Kaguta Museveni ordered Maj. Gen. Birungi give the matter special treatment because it threatened the life of a member of the British Royal family.
Princess Anne, the only daughter to late Queen Elizabeth II was expected to visit the school with her husband Sir Timothy Laurance.
Yesterday, her delegation met president Museveni at the British High Commissioner’s residence in Kampala.
“I was hosted to a dinner by Her Royal Highness, Princess Royal and her husband Sir Timothy Laurence at the British High Commissioner’s residence in Kampala. We talked about the different patronages she has come to support here. I welcome her and wish her good luck,” Museveni stated via his twitter.
Sources said that the CMI detectives want the headmaster to record a statement on why he leaked the secret information to the public that a member of the British Royal family was going to visit the school yet spies from the British security had warned him against publicly talking about the visit.
“They warned us that given the status of princess Anne, terrorist would want to attack her during her visit to one of the places she is scheduled to visit. They asked us not to let people know of that programme. We assured them that we would not reveal anything,” Kinubi said.
However, security wants to know who leaked the classified information about the Princess’ visit.
Mukono district chairperson Rev. Peter Bakaluba Mukasa said that on Sunday last week, they held a meeting at the school and they discussed the Princess’ visit which shocked detectives.
Maj. Gen. Birungi said that the attackers wanted to disrupt the visit that is why they have to look for the suspects and bring them to book.
Detectives also want to know why two police pickups full of army and police officers went to school and promised security but no security was at the premises, which means the threat was known but it was not properly handled thus resulting into the death of 11 innocent souls.
Sources added that Brig. Gen. Christopher Ddamulira, the police Director for Crime Intelligence is also part of the investigations.
However, Kampala Metropolitan police spoksperson Patrick Onyango said that Kinubi didn’t inform police about any terror threats because if he did, they would have given security to the school.
Sources added that the detectives are investigating another clue concerning the infighting among the administrators of the school which might have caused the fire to put the headmaster Kinubi in bad light.
There is also another allegation of fighting for the school land and a number of suspects will be grilled.
Tina Wamala, a communication specialist at the British High Commission said that the princess’ visit programme is still standing, including visiting Salama school.
Police has already identified the deceased as; Peace Nalumansi (P.3), Patricia Mudondo (P.3), Gladys Namugga (P.5), Prity Piroth (P.4), Agness Nantume (P.1), Rebecca Namulondo (P.1), Joseline Namuwonge (P.1), Veronic Nassali (P.1), Leticia Nakayima (P.1), Shamira Kalamu and Cate Nandudu both in P.1. Casualties are; Damalie Nalugya, Blessing Namuyomba, Paula Ndagire, Stecia Nabuuma, Annet Namawejje and they are being treated at Kirundu Referral hospital.
