    MWENDA’S CONFUSING LETTER:  We Are Lucky Bobi Wine And His Radical Extremists Don’t Have Control Of The State’s Coercive Apparatus, They Would Turn Our Country Into A Concentration Camp

    Why we must all condemn the brutal arrest and torture of Bobi Wine

    I have read the report of the Uganda Human Rights Commission on the way Bobi Wine was arrested and tortured and it is disturbing. He was not at the scene of the incident where the president’s convoy was pelted with stones. The SFC soldiers who arrested and tortured him found him in his hotel room, more than an hour after the incident.

    According to the UHRC, Bobi Wine spoke with difficulty, could not sit properly and was aided to walk. When SFC soldiers entered his hotel room, they hit him with an iron bar, crushed him under the weight of their boots into unconsciousness. This is unacceptable.

    I am now suspicious that SFC soldiers could have been the ones who broke the windscreen of the president’s car to justify their killing of Bobi Wine’s driver and his brutal arrest and torture and the violence they inflicted on the people of Arua town. I am even more suspicious that the guns allegedly found in Bobi Wine’s hotel room were most likely planted there by security organizations to justify their wanton acts.

    I call upon President Yoweri Museveni to order the arrest and prosecution of the soldiers involved in this ugly episode. There is no justification whatsoever for SFC soldiers to behave like Idi Amin’s soldiers. This is 2018 for Christ’s sake. Doing nothing will only show Museveni not only condoning these acts but even suggest (even to me) that he personally sanctioned it.

    Let me make on thing clear: I do not agree that civilians, however angry they may feel, should pelt stones at the president’s convoy. Leaders like Bobi Wine need to tell their supporters this in plain language. Indeed I call upon Bobi Wine, Mugisha Muntu, Kizza Besigye, Kasiano Wadri and others to condemn those of their supporters who threw stones at the president’s convoy.

    If SFC soldiers shot and killed 20 civilians throwing stones at the president’s car, I would defend them. I would risk the wrath of the mobs that Bobi Wine leads even if they threatened to lynched me, which is what I expect of them. When someone is guarding a president, and they have a split second to make a decision, they cannot assume someone throwing something at the president’s car is holding a stone, which is harmless. They must assume it is a grenade and should shoot such a person immediately.

    This is not about Museveni but the president of Uganda. Bobi Wine has potential (and God forbid) to become president. His bodyguards would act exactly like that. He should therefore tell his supporters how to behave or condemn their actions when they don’t listen to him. This is critical for him to distance himself from their hooliganism.

    I do not share Bobi Wine’s politics of demagoguery. I don’t think he has any vision for Uganda. I find his empty sloganeering counterproductive. But I would die defending his right not to be tortured. SFC cannot claim to have acted in the heat of the moment when he was not at the scene. Their assault on him was premeditated, coming more than an hour after the president’s convoy had been pelted with stones, and when the president had already left safely on his helicopter to Entebbe.

    Ugandans who believe in liberal values need to expose Bobi Wine’s radical extremism and his blind pursuit of power without any values underpinning it. His politics of mobilizing popular anger without organizing it is a danger to our country. His lack of an alternative policy vision only adds to the disaster I am sure he would create if he and his radical extremists got power.

    I am also aware that if Bobi Wine and his radical extremists captured power they would not allow me the freedom to criticize them. Him and his supporters don’t stand for anything. They stand against Museveni. They are an intolerant and uncouth group seeking power to settle scores with their opponents. I must make clear that when I talk of his supporters, I am referring to those I encounter online. If he has enlightened supporters they should come out consistently and loudly to denounce and condemn those of their colleagues who employ cyber bullying as a political strategy.

    To this extent and in spite of his dictatorial tendencies and the occasional brutality of his security apparatus, I find Museveni a more liberal minded, enlightened person under whose leadership dissent against his government has to a large degree been allowed some space.

    So I condemn Bobi Wine’s torture and defend his right to freedom to organize even though I totally disagree with his politics. I do this well knowing that Bobi Wine would NEVER defend my right to freedom to organize, because he and his radical extremists are fascists hostile to freedom and liberty. We are lucky they don’t have control of the state’s coercive apparatus. If they did they would turn our country into a concentration camp ruled by a gestapo.

    Maverick Mukono Municipality legislator who also doubles as the opposition Internal Affairs Shadow minister Betty Nambooze Bakireke and controversial senior presidential advisor on media Joseph Tamale Mirundi have placed Matia Kasaija the senior minister of Finance, Planning and Economic Development and his experts who include the Secretary to Treasury Ramathan Ggobi on spot to explain why they have allocated Shs1.8bn in the coming financial year 2024-25 to Chief Justice Alfonse Owiny-Dollo, Shs.1.4bn to his Deputy Richard Butera and Shs1.2bn to the Principal Judge Dr. Flavian Zeija as donations.

    Both celebrated veteran journalists revealed that Ugandans are spending a lot of money on Chief Justice Dollo and other Judicial Officers to the extent that even in retirement they are going to look after them by paying them the full salary equal to that of those still serving in their respective offices, pay for their medical bills and other juicy allowances; and as if that is not enough, they are now adding another burden of giving them billions of shillings as donations.

    “Will Dollo and those Judicial Officers donate the billions of money allocated to him by Kasaija to clerks in the judiciary or his security team? Ugandans are tired of this luxurious spending. Now traders in Kampala city, the heart of the economy, are on strike because of the high taxes but government officials are still squeezing them,” Nambooze said.

    She further disclosed that Shs2.4bn was allocated to the Parliamentary Commission and predicted that other parliamentary commissioners are going to also receive Service Awards similar to that of former Leader of Opposition in Parliament Mathias Mpuuga Nsamba who was given Shs500m.

    When Lwemiyaga county legislator Theodore Ssekikubo tried to table the matter on the floor of parliament this week, Speaker Among blasted him for speaking nonsense.

    However, Speaker Among was defended by Mirundi who noted that she should not be harassed because most government officials are given billions of money to be spend as donations.

    In his alternative budget 2024-25, shadow minister for Finance, Planning and Economic Development who also doubles as Kira Municipality legislator Ibrahim Ssemujju Nganda said that the government has budgeted for Shs162bn as donations in the 2024/25 budget.

    He explained that more than half of the said money is under the residence of the President who will spend Shs77bn on community outreach programmes under the vote of item (description) donation.

    His residence will donate another Shs59bn in what is termed as presidential initiatives bringing the total donations at his residence to Shs138bn.

    Ssemujju said Museveni will spend Shs.4.2bn under his office on donations.

    Ssemujju’s alternative budget also revealed that Chris Obore, parliament’s Director for Public Relations, will spend Shs 4.9bn in donations.

    Prime Minister Robinah Nabbanja’s office will spend Shs 3.7bn as donation.

    The Office of the Speaker of Parliament will spend Shs2.4bn and her deputy Thomas Tayebwa will spend Shs 1.8bn in donations.

    The government chief whip Obua Denis’s office will spend Shs1.8bn.

    Presidential Office for Mobilization and Security Services which is responsible for supervision and monitoring of field offices allocated with Shs4.2bn, Parliamentary Commission Office of the Speaker Administrative and support services Shs2.4bn, National Council of Sports Sports/Technical Talent Identification and Development was allocated with Shs2.2bn for donation.

    The office of the Prime Minister Executive Governance Government Chief Whip Shs1.8bn, Parliamentary Commission Office of the Deputy Speaker Administrative and Support Services Shs1.8bn, Justice Kasule Lumumba’s Office of the Prime Minister Executive Governance General Duties was given Shs9.5bn for donation.

    Vice president Jessica Alupo’s Office was given Shs7.1bn, Uganda Blood Transfusion Service Blood Donation Blood Collection was given Shs535,186,000.00, Parliamentary Commission Parliamentary Commission Secretariat Leadership and Management Shs4.8bn, Gen.     According to Ssemujju, President Museveni’s government is set to spend a total of Shs.162,682,961,045 only on donations.

    However, when contacted, Kasaija rubbished Ssemujju’s budget explaining that he lacks capability to plan for Uganda.

    He advised him to only help him and President Museveni by exposing government officials who are involved in corruption and are eating taxpayers’ money allocated to their offices for service delivery to the common person deep in the village.

    State House Boss Narrates How Lt. Gen. Elwelu’s Stay On Top Of UPDF Command Threatened M7’s Stay In Power…

    Maverick Senior Presidential Advisor in Charge of Media who also doubles as the spokesperson of the Patriotic League of Uganda (PLU) for Buganda region Joseph Tamale Mirundi has narrated how Lt. Gen. Peter Elwelu’s being on the top command of the Uganda People’s Defense Forces (UPDF) have been a threat to President Yoweri Kaguta Museveni’s stay in power.

    Last month, Museveni exercised his powers as the Commander-In-Chief of the Armed forces and dropped Lt. Gen. Elwelu as the Deputy Chief of Defense Forces and replaced him with Lt. Gen. Sam Okiding. Elwelu was appointed the Senior Presidential Advisor.

    While speaking on youth and children affairs minister Balaam Bagaruhare’s Radio 4, Mirundi celebrated Lt. Gen. Elwelu’s dismissal adding that he nearly caused trouble for president Museveni and the entire country.

    “Whenever I look at that man, I see him in the image of Idi Amin and I always get a thinking that what Amin did to President Milton Obote in 1971, he can do it to President Museveni,” Mirundi said.

    He added that he was very scared with the way Lt. Gen. Elwelu exposed himself after commanding the deadly attack on the palace of Omusinga wa Rwenzururu Charles Weasly Mumbere in 2017 and after boasted that he had killed criminals yet his boss by then, Gen. Edward Katumba Wamala was denying having knowledge about the attack.

    Mirundi explained that Gen. Katumba, as an exposed and intelligent army officer realised the trouble ahead especially the looming sanctions from the international community as a result of the attack, and this is the reason why he denied the attack much as Lt. Gen. Elwelu kept boasting thinking that he had scored before the president.

    He narrated that currently, Lt. Gen. Elwelu cannot fly out of the country because he was slapped with international sanctions and any country has the obligation to arrest him and parade him before the International Criminal Court.

    He noted that because of his being overly ambitioous, he was not surprised when Lt. Gen. Elwelu sharply disagreeg with Gen. Muhoozi Kainerugaba the current Chief of Defense Forces on the issue of Standby Class One order issued in 2022 when President Museveni was away in Rwanda.

    Mirundi revealed that Gen. Muhoozi who was then the Commander of Land Forces challenged Lt. Gen. Elwelu on the issuing of the order insisting that it was not necessary. However, the controversial General from Teso just boasted and issued threats thinking that he was untouchable and was in good books with President Museveni.

    “I laughed because in Uganda, I know we are few people who understand Museveni very well and carefully follow his political and security calculations. Really how can you believe that Museveni can trust Lt. Gen. Elwelu more than his son when it comes to the issue of power and his survival!” Mirundi exclaimed.

    Army sources who spoke to theGrapevine in 2022 confirmed that Standby Class One order was issued because there was a coup de-tat threat, the president was out of the country, his vice president Jessica Alupo was bedridden, the Chief of Defense Forces then Gen. Wilson Mbadi was also was out of the country.

    The matter caused a misunderstanding between Lt. Gen. Elwelu and Gen. Muhoozi which resulted into Museveni summoning the UPDF High Command for a meeting in Ntungamo.

    However, when commenting on the matter by then, UPDF spokesperson Brig. Gen. Felix Kulayigye told theGrapevine that the order was issued because the army wanted to clean some rot on their walls including counting the number of soldiers and weapons.

    But even though he was dropped, Lt. Gen. Elwelu recently said that he is grateful for President Museveni for trusting him and appointing him to several powerful offices in the army.

    Concerning his new appointment, Elwelu said that being a Senior Presidential Advisor is going to help him to give the big man advice.

    In the same development, Mirundi, the longest serving Senior Press Secretary warned government officials to be careful and avoid being excited when dealing with President Museveni because he is hard to understand.

    He explained that he warned PLU movement leadership especially junior Finance Planning and Economic Development minister in charge of microfinance Harunah Kasolo who is the Chief Coordinator for Greater Masaka Region to be careful with the statements he made against Museveni while praising Gen. Muhoozi their supreme leader.

    “I told Kasolo and other people, let us tell people that we are supporting Museveni and mobilizing for his 2026 presidential bid but also let us inform them that we have our standby generator if anything bad happens to our senior leader Museveni, but they were over excited and started making statements asking Museveni when is he giving Muhoozi power. That is why he made strange decisions against our thing,” Mirundi said.

    He noted that because Muhoozi knows his father very well, when he appointed him Chief of Defense Forces, he did not comment even though he still wanted to enjoy the political ride.

    He revealed that apart from Muhoozi, it is himself, Al-Hajji Moses Kigongo the NRM National Vice president and Museveni’s young brother and also Coordinator of the Operation Wealth Creation Gen. Salim Saleh who understand Museveni’s calculations.

    He said that Gen. Saleh once told him that because he understands his brother, when he summons him, he appears before him as an army officer, salutes him, talks to him, salutes him again and leaves.

    He rarely familiarizes himself with him even though they are brothers.

    Kira Municipality legislator Ibrahim Ssemujju Nganda said that one thing Museveni never jokes with is power.

    However, Ssalongo Godfrey Kiwanda Suubi the NRM National Vice president in charge of Buganda insists that political transition has started and very soon Museveni is going to surrender power to the new generation. He pleaded with youths to prepare to take the country’s political power.

    Bobi Wine Sends Warning Message To IGP Maj. Gen. Katsigazi With His Countrywide Tour Kicking Off In Mpuuga’s Masaka Backyard…

    The mighty Grapevine can exclusively report that Robert Kyagulanyi Ssentamu (Bobi Wine) is set to kick off his political countrywide tour early in May 2024.

    Highly placed sources at Makerere Kavule where the headquarters of the National Unity Platform (NUP) are located revealed that all strategies and plans have been concluded and David Lewis Rubongoya the party Secretary General was directed to inform the Acting Inspector General of Police (IGP) Maj. Gen. Geoffrey Tumusiime Katsigazi about their programme in writing.

    Alex Waiswa Mufumbiro the Deputy Party spokesperson confirmed the development and asked Maj. Gen. Katsigazi to be careful when dealing with their political tours this time because people are very angry with police’s selective implementation of law and order especially when it comes to issues concerning Bobi Wine.

    “The other time, he wrote a letter stopping our countrywide tour but I’m warning him this time to be very careful and to accept to cooperate with us because we are law abiding citizens,” Mufumbiro said.

    It should be remembered that in 2023, Maj. Gen. Katsigazi stopped Bobi Wine’s countrywide tour with immediate effect explaining that he was inciting violence through his tribalistic statements and violating road transport law and order which led to death of some people.

    Bobi Wine was in Luwero district when he made serious allegation against the person of President Yoweri Kaguta Museveni, his son Gen. Muhoozi Kainerugaba and other members of the First Family.

    Criminal files were opened at Criminal Investigation Department (CID) headquarters against Bobi Wine and other members of his party and sources told theGrapevine on Thursday morning that investigations into the matter are still ongoing.

    Sources in NUP said that Bobi Wine’s countrywide tour is going to start immediately when he returns from the United Kingdom where he is expected to hold a music show on 20th of April 2024.

    Sources further revealed that Bobi Wine’s plan is to kick off his political countrywide tour in Greater Masaka and his first political rally is going to be held in the constituency of the former Leader of Opposition in Parliament Mathias Mpuuga Nsamba and he will politically respond to him and his blue eyed boy the Kimanya-Kabonera legislator Dr. Abed Bwanika.

    “We want to prove a point that both Mpuuga and Muhoozi Patriotic League of Uganda are nothing. We are not going to give out money to transport people to attend our rallies but we are going to double those who attended Muhoozi’s rally in Masaka,” one of the organisers of Bobi Wine’s countrywide tour revealed.

    Bobi Wine’s countrywide tour comes at a time when four time presidential candidate Dr. Kizza Besigye is also on the countrywide political tour with his Forum for Democratic Change (FDC) Katonga faction group members.

    Besigye said that the move is about consulting their party members on the next move after they disagreed with FDC Najjanankumbi group led by Patrick Amuriat Oboi and Nathan Nandala Mafabi.
