OPINION – KAGAME AND MUSEVENI’S BALL GAME: Don’t Accept The Narrative From These Two Suspected Brother Presidents. Ask The Right Hard Questions – Hon. Kyanjo
I greet you
in the name of the Almighty and allow me to thank you for all your prayers and
support of all sorts.
I am now
better and positively responding to treatment.
As I lay
flat on my bed in this beautiful but rather warm Indian suburb after breakfast
today, I felt that there was some thing I was not doing right. That is, keeping
silent about everything else on the pretext of strictly following my Doctors’
orders to concentrate on my health. I felt, deep down, that I was being
selfish.
I am now out
to try and broaden our peoples’ mind on what is going on between presidents
Museveni and Kagame.
So, whether
by the grace of the Almighty I return home as a passenger or as cargo in a
coffin, I will die satisfied with this story out. By the way after penning this
letter I found that it was medicine it self. I felt so much relief.
I have been
following events regarding the situation between Museveni and Kagame and I
discovered that we must demand for an international investigation coz what the
two presidents were exchanging are carefully calculated words designed to focus
your minds on the small thing of border closure (small because it is as easy to
close as it is to open) that you forget or be diverted from the bigger issues.
Let me start
with Mr. Museveni.
When he
ventured into fighting alongside African liberators in the 1970s he got
convinced that he could fight his own govt and get to power himself. And that’s
what happened. At the start he reached out to a selected team of youths mainly
Banyankore, Bakiga, Banyoro, Batooro but more Banyarwanda. He then skillfully
appointed a few others from the rest of Uganda and he has mastered this game
until recently.
Mr Museveni
did all what it takes to appoint, train, promote and favor this group until
some people from this same previlaged class realised that he was not meaning
well. They started parting company with him.
There was a
time Bakiga opposed silently then came the time Banyoro left quietly,
afterwards Batooro resented.
More
intriguingly, some influential Banyankore also realised they were being duped
and used too.
We are now
witnessing the final penalty kick with Banyarwanda openly throwing off their
jerseys at their former purported patron.
Nobody can
claim ignorance of how much abuse Mr Museveni has done to Ugandans by giving
priority to Banyarwanda. When they came from the bush he placed all of them in
the national army and more still promoted them to senior positions right from
Rwigyema to Higiro who is now a dissident in Belgium. Over 90% of Rwandas
senior military and civil servants and even those in business were former
OFFICIAL Ugandans.
Some of us
opposed this trend. I personally was branded sectarian and tribalistic. I
ignored the voices because I knew they would sooner or later discover what I
already had.
After their
victory over Uganda’s sitting government, there were two genuine Banyarwanda
groups. One led by Rwigyema wanted to go back home through an armed struggle
and these were the minority. The second group which included the likes of Gen
Muntu, Mr Katutsi, Hon Kayonde and many others felt they were more Ugandan and
I hear they were opposed to waging another costly war given the fairly
excellent position they held in Uganda.
Remember
genuine Banyarwanda have lived safely and with dignity in Uganda as good
immigrants for decades just like Obama in the US. I personally found three
families of Banyarwanda labourers at my fathers home at birth 59 years ago. In
fact we had a prominent Munyarwanda, (Rwabikinga and her wife Kankindi) who
measured nearly the same wealth as our parents.
I can’t
count how many Banyarwanda married directly into and from my family. That’s why
I dismiss and despise any body who wants to lecture me on sectarianism or
tribalism especially if such critics have never allowed other tribes to marry
their children.
Well, back
to story, the Rwigyema group went and got victory while the Kayonde group
continue up to now to live with dignity in Uganda. They have never shown any
interest in even being dual citizens. Go to Mawogola, Kabula, Singo, Buddu,
Kooki, Kyaggwe, Busoga Bugisu and elsewhere. There are Banyarwanda all over and
its okay, provided they don’t live above the rest.
I mean there
are Indian, Somali, Arab, Chinese, Nigerian even Ugandan towns in Euro America
– no fuss.
Note that
when the purported Ugandan soldiers invaded and toppled a neighbouring
government, they were never charged of treason. Neither did they pay Uganda for
all types of ammunitions, net logistics and even cash they used during the war.
So we had two neighbouring brotherly governments sharing the same border and
other undisclosed facilities.
Even with
this image, Mr Museveni continued to insist on favouring Banyarwanda against
other Ugandans, despite opposition from many of us. He went an extra mile and
forced these Banyarwanda into our constitution as a tribe.
Let me also
make my point clear. No strong person besides President Obote has came out to
clear the actual ethnicity of Mr Museveni except Museveni him self, but because
he is a pathological liar, I have believed Dr Obote that actually Museveni is
an ethinic Munyarwanda.
My
difference of opinion is that there is nothing wrong with a genuine successful
immigrant ethnic Munyarwanda, Sudanes or Muhaya rising to the highest office.
What I have resisted is giving such a people preferential treatment over other
indigenous Ugandans.
Frank
Kalimuzo a one time Vice Chancellor of Makerere was such a decent servant and
his family is hapily living here.
Mr Museveni
has been overzealous in prefering Banyarwanda. He flooded our security, public
service and sponsored business – with these people.
Take a close
look at those areas. Go to big super markets, petrol stations, washing bays
shopping malls, private security companies even boda boda stages are nearly all
managed and populated by Banyarwanda.
Mark you,
they are not the business owners but they are forced into management by the
powerful arm of the state.
What is
happening today is that Mr Museveni is stuck at his own game. He prefered
Banyarwanda for obvious reasons but at last they have fallen out.
It is like a
wife of a hired murderer who beheads his victims and brings the heads at home.
So the wife knows the victims and hears the cries of their relatives. Now she
has been caught sleeping with another man and she is not repentant as she knows
all the husband’s secrets.
The choice
would be clear. Drop the adultery case against the wife and save face, or
pursue it and get ready for the big spill of your former atrocities.
Be sure
there is alot of silent diplomacy between the two but they are bluffing you
with a small item of border closure. Don’t swallow their deception.
Take an
example of MTN employees who were deported. Who told you there was any new
discovery? These people were recruited with the secondment of the state in the
name of protecting Uganda’s security interests. They were specifically
outsourced and assigned the duty of spying on Ugandans through their
communication and report to government.
This is what
they have been doing until maybe they changed loyalty this time in favour of Mr
Kagame. Other wise if it were ordinary employees of MTN local or foreign that
had been caught in the act of endangering Ugandan security, they would be tried
in courts of law for treason.
In the
circumstances, these ‘criminals’ who were not diplomats and it was not done on
the request of Rwanda or France – were not charged. The cheaper option was
arbitrary deportation.
How could
something big like this happen without the knowledge of Mr Mbire the super
chairman of MTN board. Mbiire is no ordinary Ugandan. He knows every thing.
Just look at how Mbire was strategically placed in different positions and tell
me how he could fail this small exam.

Can you believe
the story that such a man didn’t know what was happening?
It all
started with Suzan Magaras murder when the state security broke into MTN
servers where they wanted to prove who really killed her with evidence of voice
messages. And when they accessed the servers they got shocked. Kayihura had to
be fired.
But even
then, his case has not gone down through the throat and I suspect that the
final position was that Kaihura had to be carefully led out of mock captivity
and probably, again probably – sent out to a third country. That process could
be ongoing. What is the progress on his case?
Don’t look
at the small picture of border closure. Ask hard questions.

Fellow
Ugandans and people of the world, don’t accept the narrative from these two
suspected brother presidents. Ask the right hard questions above.
You now know
that what dissident Robert Higiro is saying against Mr Kagame is not the whole
truth, because he is also guilty. You should also be more interested in his
submission where he states that “I SAID WHETHER YOU ACCEPT (to kill
Nyamwasa) OR NOT STIL YOU WILL DIE”.
This
statement is telling and my conclusion is that they will kill any body except
themselves and that he declined the deal to Kill Nyamwasa because Kagame failed
to deliver the 1m dollars.
Here you are
with him also crafting his survival story and again you are blindly following.
No no no.
The speech
by Mr Kagame has a secret in it he says openly that he asked M7 to close
busines and freeze accounts of one Minyarwanda invester but M7 refused. The
interesting bit here is that finally Dr S. Kiggundus cries of closing his bank
(Green land) both in Uganda and Tanzania were correct. These people can do many
things.

The mighty Grapevine can exclusively report that Owekitiibwa Joyce Nabbosa Ssebugwawo the junior Minister in Charge of Technology in the Ministry of Information Communication, Information and National guidance has started the process of helping Buganda Kingdom clans leaders to meet President Yoweri Kaguta Museveni over the contestation surrounding the multibillion land he bought for them in 2023.
The development comes after officials in the Ministry of Lands, Housing and Urban Development declined to start on the process of transferring the Clan leaders land title from the names of Dr. John Kakembo who sold it to their association company of Abataka trust.
One of the clan heads claims that every time they tried to transfer their land title, officials in the Ministry of Lands referred them to their senior minister Judith Nabakooba.
He says that when they met Nabakooba, she openly told them that Charles Peter Mayiga the Buganda Kingdom premier is the only person who can give the ministry the green light to kick off the process of transferring their land into the names of the company of their choice.
“We tried to explain to the minister that we are an independent organ in the kingdom and can handle our matter without getting permission from Mayiga or any other person. She asked for a file where she kept a letter and she told us that Mayiga in writing warned her to be very careful when dealing with our issue. She advised us to go back to Mayiga and sort out our issues before going back to her office,” he said.
When contacted for a comment, Owekitiibwa Israel Kitooke Kazibwe the Kingdom information and mobilization minister confirmed the development and advised the aggrieved clan heads to work with Owekitiibwa Christopher Bwanika the Kingdom Attorney General to sort out their issues legally.
“What I can tell you, here in Buganda Kingdom, we don’t have independent organs now. All of us are working under King Ronald Muwenda Mutebi who is a corporation sole. By the way, the premier is just helping those people (clan heads) to save their land from fraudsters who can use the land laws to grab it from them,” Kitooke said.
He revealed that Mayiga never dragged himself into their issues. He explained that it was the clan heads themselves who went into his office seeking advice on how to deal with the registration of their land and he assigned Bwanika to help them.
He added that the Mengo administration cannot allow any person or organisation to register any entity which is familiar or related to Buganda Kingdom without the knowledge and authorization of the Kingdom leadership.
“They wanted to register Abataka Trust Company which is carrying a name relating to Buganda. So this meant that they had to first get authorization from the Kingdom administration, and what I can assure them is that no one is interested in grabbing their land and whatever is being done is in good faith and for their benefit,” Kitooke said.
However, the clan heads admitted that without their authority as Buganda Kingdom clan heads council, their executive committee led by Omuttaka Ssalongo Augustine Kizito Mutumba their speaker took all the documents prepared by their lawyers to re-register their Abataka trust company to Mayiga but since then, they have not yet reported back to them. When they ask for the progress of the process, lawyers they become elusive.
theGrapevine has established that the Kingdom clan heads council is sharply divided with a section of clan heads led by Ffumbe clan head Yusuf Mbirozankya bitter over Mayiga’s involvement in their land issues.
The clan heads have also disagreed on the proposal by Mutumba’s team to sell the said land and instead use the funds to buy another piece of land in another place explaining that it is the only thing that can resolve their misunderstanding between their council and the Mayiga led administration.
“They told us that they cannot step on land which Museveni purchased for us, because we didn’t get permission from Kabaka Ronald Muwenda Mutebi or Mayiga. We know they have issues with President Museveni but for us he is our savior and we will not betray him by following their ill intentions,” a clan head said.
theGrapevine also established that Mbirozankya’s team and their lawyers have also failed to re-register their Abattaka trust company on grounds that Buganda Kingdom Attorney General Bwanika wrote to Uganda Registration Service Bureau (URSB) asking them not to re-register the company without the authorisation of Buganda Kingdom or their original directors who include: Allan Waligo Nakirembeka, Suleiman Mayige Kinnalwa, Emmanuel Kafumu Ddamulira Sebitabo, Deus Maweesano Kyeyune Kukeera and David Mayanja Wooya, who are all clan heads.
The company was deregistered in 2023 for failing to implement the requirement by URSB showing that it is still in operation.
In 2023, Mayiga declared before Buganda Kingdom parliament that he will not allow any person to divide Buganda and a resolution was passed by the parliament condemning the clan heads meeting wih Museveni without the authorization of Kabaka Mutebi or Mayiga.
However, the negotiations led by city lawyer and also Kingdom lands Minister David Mpanga Kisitu have been going on to solve the misunderstanding between Mayiga and a section of clan heads.
The issue of Mayiga’s administration taking control of registration of their land has divided clan heads with some claiming that Mayiga wants their land to be put under Buganda Land Board, the kingdom agency which is responsible for managing all Kingdom land.
They insist that they cannot allow Buganda Land Board to manage their land, given that it is the very agency that illegally sold their clan headquarters and other important Kingdom culture sites.
“The reason why we asked President Museveni not to give us money but to directly pay the owner of the land was because we feared that the funds may be mismanaged.
Kabaka gave us the land at Mengo near the official home of the Kingdom premier but Buganda Land Board frustrated us we failed to get it until President Museveni saved us and bought for us another piece of land. I assure Mutumba that we are going to physically fight to save our land,” one clan head vowed.
Museveni paid over Shs10bn and promised to help the clan heads to develop their land.
Another clan head told theGrapevine that they had started on the process of looking for investors to help them to develop their land but they all ask them to first show them the certificate of the land title registered into their names.
He confirmed to us that the land title is safe and in custody of one of the minister’s in President Museveni’s government who has tight security.

The mighty Grapevine can exclusively report that the Auditor General John Muwanga is undertaking a forensic investigation into a multibillion fraud which involves staff from John Rujoki Musinguzi’s Uganda Revenue Authority (URA), Chief Justice Alfonse Owiny-Dollo’s judiciary and a number of prominent law firms around the country.
On 12th April 2024, James Bantu on behalf of the Auditor General wrote to URA, the Judiciary and law firms asking for cooperation in ongoing investigations into the Non Tax Revenue (NTR) collection using the Electronic Court Case Management Information System (ECCMIS) for the period starting 1st March 2022 to 31st march 2023.
“Pursuant to the above and in line with Section 24 of the National Audit Act 2008, this is to request you to avail us with evidence of payment of all and any court fees for all documents filed in the cases listed in the appendix,” Bantu told one of the city law firms.
The Auditor General assigned Ivan Kibirango to lead the collection of the evidence and all law firms, judiciary and URA have to file their evidence with the Auditor General before the end of this week.
Sources in the Auditor General’s office revealed that as their staff were compiling and auditing the judiciary and URA’s 2022-23 financial year books of records, they established that one receipt was used to file several court cases.
“We wanted to establish the rightful suspects because we think there was connivance in committing this financial crime especially between lawyers, judiciary staff may be and some URA staff may have also been involved. The government lost money in the billions,” a source said.
He added that the judiciary leadership is already informed about the development and one of their staff who was working with the Commercial Division of the High Court has been suspended as the investigation continue.
Sources in the judiciary divulged that panic is high among court clerks especially those who have been in the practice of getting money in cash from lawyers and other court users promising them help to file their cases.
Court clerks were using a single receipt to enter several cases into the court system through ECCMIS.
Recently, Justice Benjamin Kabito the chairperson of the Judicial Service Commission directed all court staff including cleaners and court clerks to be registered with judiciary so that they can be supervised by the Judicial Service Commission.
Before the said staff were put under the supervision of the Public Service Commission and Judicial Service Commission did not have any say over them even though a number of them have been implicated in influencing corruption in the judiciary.
The Judicial Service Commission established that staff like Court Clerks and cleaners are the ones who pick bribes on behalf of the Judicial Officers including judges and Justices but they cannot take disciplinary action against them because they are under Public Service Commission.
A number of Court Clerks and cleaners protested the move but Justice Kabito warned that they would lose their jobs.

During Eid prayers at Kibuli, Kampala city Lord Mayor Ssalongo Erias Lukwago pleaded with the Muslim titular leader Dr. Prince Kassim Nakibinge Kakungulu to intervene and stop fellow politicians who are using his sickness as a political weapon to de-campaign him.
Lukwago said that his political enemies have been moving around asking Kampala voters not to vote for him come 2026 claiming that he is a sick man who need to take a rest from politics and who no longer has the energy to fight President Yoweri Kaguta Museveni.
Lukwago’s close friends told theGrapevine that the man from Kabungo in Kalungu district pleaded to Prince Nakibinge to talk to National Unity Platform’s Makindye Division mayor Ali Kasirye Mulyanyama who is moving around at public functions telling voters not vote Lukwago come 2026 because Kampala struggles need energetic people like himself.
Mulyanyama not only stopped voters but also assured KCCA football club leadership that very soon, he is coming back into the leadership ranks of club leadership as the club’s patron because when one becomes the Lord Mayor, he automatically becomes the club patron.
When contacted, Mulyanyama boasted that he is bad news to Lukwago and he is giving him sleepless nights. He advised him to retire or else he will not manage the political pressure he is exerting on him.
“You know, nowadays since I declared my interest to stand for Lord Mayor seat, he no longer responds to my greetings. But I will not be scared of his intimidation and his cries for sympathy to the public. I’m telling you come 2026, I will ask him to retire,” Mulyanyama boasted.
He challenged Lukwago to tell the public the right disease he is suffering from claiming that when he was in Nairobi hospital in early this month, he said that he was suffering from a back bone but when he returned, he showed the public that the pain was in his neck that is why he always covers it.
He told Lukwago that Kampala voters will no longer fall prey to his political tricks of hoodwinking them to vote for him as a way of sympathizing with him without examining his previous performance.
Lukwago is under pressure because Bobi Wine’s elder brother Fred Nyanzi Ssentamu, David Lewis Rubongoya the Secretary General of the National Unity Platform (NUP) and others have declared interest to contest against him.
Since 2011, Lukwago has been Kampala city Lord Mayor and he still wants to be voted back in office come 2026.
Lukwago rubbished Mulyanyama’s allegation that sickness has weakened him and he no longer has energy to fight for the people of Kampala.
He also boasted that the people of Kampala know the qualities they want in a Lord Mayor and because he has them all, he is going to use them to defeat all his opponents come 2026.
