The country’s security agencies are on standby after one of the top terror suspects was found with maps of State House and military installations.
Highly placed sources at Luzira Upper prison revealed that prisons Commissioner General Dr. Johnson Byabashaija made changes in the prison’s security leadership after Jamil Mukulu Kyagulanyi, the founder and former commander of the Allied Democratic Forces (ADF) terror group was found with maps of one of the State Houses, military installations around Kampala metropolitan and that of Luzira prison.
“Maps were recovered when Mukulu was being searched before going back to his room. He was interrogated and orders came to change the entire security command at Upper Prison,” a source said.
When Top Secrets, the newspaper that first broke the story contacted Frank Mayanja Baine the prisons spokesperson, he declined to comment on the matter noting that he was not aware of it.
Upper Prison sources added that new conditions were strictly put on Mukulu including not being allowed to interact with fellow inmates especially those arrested on allegations of trying to plant bombs at the burial ceremony of late Lt. Gen. Paul Lokech and those suspected to have been behind the attack on Gen. Edward Katumba Wamala.
Sources disclosed that this is the first time an inmate has been found with State House maps.
Sources said that previously, convicts of the 2010 Kampala bomb attacks were found with the map of Luzira prison.
Other highly placed security sources said that Mukulu, through his lawyers led by the late Anthony Wameli secured a Court Order to be remanded to a government prison after he challenged his detention at Nalufenya police station.
State allayed fears that once taken to a government prison facility, his men might help him to escape from prison.
As reported last month in Top Secrets, Mukulu communicated to his men in Luzira prison and gave them instructions to issue a statement forcing president Yoweri Kaguta Museveni’s government to enter into negotiations with him to release him unconditionally or they resume terror attacks including kidnapping and killing top government officials especially ministers.
Sources said that because of infighting for ADF leadership between Sheikh Musa Baluku and Mukulu son Hassan Nyanzi, the statement was not made and when Sheikh Baluku took over the control of ADF, he cut off communication with Mukulu.
Security sources said that they didn’t take the incident of finding State House and military institution maps with Mukulu lightly especially at this time when security installations are being attacked and government soldiers and policemen are being killed and guns taken.
“You remember the attack on Central Police Station (CPS) in Kampala and Parliamentary Avenue which are a few meters from Nakasero State House. We are trying to dismantle the ADF cells but it is not an easy operation,” a seasoned military operative said.
President Museveni in 2021, confirmed that he was in State House Nakasero when he heard a bomb blast at CPS police and at Parliamentary Avenue where people lost their lives.
In 2022, he further explained to Ugandans to bear with him when his security closed roads because the ADF terrorists want to attack him like they did to Gen. Edward Katumba Wamala the minister of Works and Transport where her daughter Brendah Nantongo Katumba and his driver Sgt. Haruna Kayondo were killed.
Museveni revealed that the ADF wanted to celebrate Gen. Katumba’s death as an achievement since he is a top UPDF General.
Security sources briefed this publication that in Buganda and Busoga, they have managed to dismantle a number of ADF camps which were established by Sheikh Baluku using facilitation from ISIS terror group.
He added that the big task ahead for Crime Intelligence boss Brig. Gen. Christopher Ddamulira and Maj. Gen. James Birungi is to uproot ADF camps in Bugisu and Bunyoro regions.
Early this month, ADF attacked Lhubiriha Secondary School in Kasese killing 41 people including 37 students.
