    Say No To Tribalism: Should A Family Of 15 People Be Penalized For One Unruly Child Who Stole A Neighbour’s Food? – Lawyer Mabirizi Educates Ugandans On Why Westerners Are Suffering Like Any Other Tribe….

    As more Ugandans continue to show discontent and advocate against tribalism that was evidenced during the free Bobi Wine riots, controversial city lawyer Male Mabirizi has opined that westerners are suffering like all the other tribes in Uganda hence they should not be targeted during riots..

    In his opinion, Mabirizi reminded those playing the tribal card that the people from the western part of the country never supported president Yoweri Museveni to fight late Milton Obote’s government in 1981, an Museveni himself said it.

    Below is Mabirizi’s full opinion

    Fellow Ugandans;

    1. In recent riots, I have heard and saw several tribal talks, violence, threats and other actions targeting people from Western Uganda because Museveni comes from the same area. This makes me pose a question; should a family of 15 people be penalized for one unruly child who stole a neighbour’s food? No. This is Museveni and his gang.
    2. Bad governance has no tribe, has no religion, has no clan, has no region. Instead, it is a selfish behavior in a particular individual which develops into corruption, crime and later atrocities. The people of Western Uganda have never sent Museveni to the bush, in fact, in one of his speeches, he said that except for saying ‘Agandi’, they never helped him in any way. They refused to vote for him in 1980. They did not tell him to remove both term and age limits through illegal and violent means. They did not tell him to borrow to the extent of the debt exceeding Uganda’s budget, they never told him to murder people in Kasese palace in 2016, they did not tell him to rule Uganda like his home, they have not told him to kill Ugandans on streets as he is doing, name it.
    3. True, they come from Western Uganda but they never convened a meeting with the common people from Ankole, Kigezi, Tooro, Rwenzori, Bunyoro, etc…to wage a war, indeed the war started in Buganda. These people never told Museveni to remove term and age limits or to use methods which derogate our human rights. They are like many of us.
    4. As I earlier this year wrote when Bizonto were arrested, regional balance in government positions is Constitutional requirement under Paragraph II (iv) of our Constitution’s National Objectives and Directive Principles of State Policy which states that “The composition of Government shall be broadly representative of the national character and social diversity of the country.” Therefore, it is illegal to concentrate government positions in one are.
    5. However, what I do not agree with is the hype with which some Ugandans not coming from Western Uganda give to Museveni’s trick of fooling Ugandans that he has a regional/tribal base and those fooled end up calling it tribalism to the extent of discriminating people from the West on a false picture that they are occupying government positions yet the reality is they are also facing the same monster whom other areas face.
    6. This is the same mistake the haters of Obote did by thinking that Obote was favouring his fellow Langis yet he even refused to marry them in preference for a Muganda, Binaisa who drafted for him quack 1996 & 1967 constitutions was a Muganda and Paul Muwanga who aided his 1980 Elections Fraud was equally a Muganda. The haters of Amin also mistaken his dictatorship to be tribal and religious based yet one of his assassins, Bob Astles was a White Christian man. The 2009 Buganda Rioters made the same mistake when they painted a picture that the riots were tribal yet the source of riots was breach of the Constitutional freedom for any citizen to freely travel in any part of Uganda. In reality, Kabaka Mutebi sired Children with women from Western Uganda, Mutesa’s son Prince Kintu Wasajja is mothered by a Munyankore and recently, Katikkiro Charles Peter Mayiga gave away his daughter to a Munyoro in addition to former Mengo Lands Minister Kasekende who gave away his daughter to Minister Bright Rwamirama’s son.
    7. Treating dictators’ misdeeds, corruption and atrocities as tribal works very much for dictators since it gives them a sense of security by their tribesmen whom they make to believe that they are only safe when they are in power yet in reality, the same tribesmen are victims of the dictatorship. With 1994 Rwanda genocide, modern dictators like Museveni claim that those opposing them want to create genocide thereby getting foreign and local sympathy.
    8. To obtain this sympathy, they don’t give government jobs to their tribespeople, they instead give them to their relatives and since these relatives are also from the same area and tribe, others think that it is tribalism yet it is nepotism. Take an example of Museveni; he employs his wife as an education minister, his son as a Commander of his elite force and his brother as a handler of a non-verifiable Operation Wealth Creation Scheme. What you forget is that just like any African person, Musveni, wife, brothers & sisters have extended relatives in the African sense who are not easily known to the public. These are the people who fill these sensitive positions and due to ignorance of our comrades, they call it tribalism thereby threatening the already starving tribespeople of Museveni and giving Museveni some sort of security.
    9. Therefore, singing tribalism is very disastrous to the struggle since it robs us of competent people who are threatened that any change will make them suffer and give the dictator security. Instead, our emphasis should be on corruption, misdeeds and atrocities committed by the tormentor which are so many and currently contained in indiscriminate shooting- to kill unarmed people by state agents.

    How KCCA Deputy ED Luyimbazi Survived A Punch From City Cleaner After His Boss Kisaka Ran Into Hiding…

    Hakim Kizza the Kampala Capital City Authority (KCCA) Councilor has narrated how city cleaners on Monday caught the City Hall city leadership off guard during their deadly demonstration.

    The cleaners are demanding KCCA to pay them their salaries for five months.

    Kizza says that security first stopped them from entering City Hall where they wanted to meet Lord Mayor Ssalongo Erias Lukwago, Executive Director Dr. Dorothy Kisaka and other leaders over their salaries.

    Lukwago found them demonstrating with placards outside City Hall gate and when security cleared the way for him to enter, he refused insisting that the cleaners should also be allowed to enter so that their matter is settled from inside with the leaders.

    Lukwago was finally allowed to enter with the cleaners who were singing his name ‘Omuloodi abeewo’.

    When he entered, they moved directly to the City Hall Council hall.

    Lukwago immediately summoned Eng. David Luyimbazi, the Deputy Executive Director to talk to the cleaners because he was told that the Executive Director Dorothy Kisaka was not in her office.

    Other sources claim that when Kisaka got information that the livid cleaners had raided City Hall to demand for their pay, she ran into hiding.

    Sources allege that since President Yoweri Kaguta Museveni renewed Kisaka’s contract, she spends very little time in office.

    She is always in Busoga attending Kyabazinga’s functions.

    Others allege that she is looking for a constituency in her home area in Busoga.

    When Luyimbazi was given the opportunity to talk to the angry cleaners, he told them to register with 7 hills, a limited company which was given the tender to clean all the five Divisions making up Kampala city.

    Luyimbazi told them that they will only be paid after accepting to join 7 hills.

    The angry cleaners started shouting on top of their voices with some women crying accusing Luyimbazi and Kisaka of plotting to eat their money.

    They started throwing empty water bottles at Luyimbazi and his bodyguard immediately forced him to move out of the room through the back door as some peeved cleaners tried to jump to beat him up.

    In one of the ugly incidents, the police bodyguard intercepted a body built cleaner who threw a punch at Luyimbazi when he pushed the KCCA D/ED down to dodge the blow.

    When theGrapevine contacted Eng. Luyimbazi, he confirmed whatever happened but advised the cleaners to take his advice if they still need to work with KCCA.

    He confirmed that by next week, they will be have paid all those demanding from KCCA.

    Why Judges Protested Justice Kabito’s JSC Tough Orders On Support Staff …

    Justices of the Supreme Court, Court of Appeal, Judges of the High Court and other lower judicial officers are protesting the tough orders issued by Justice Benjamin Kabito the Chairperson of the Judicial Service Commission (JSC) concerning their support staff.

    The mighty Grapevine has exclusively learnt that Justice Kabito wrote to all support staff who include; Cleaners, secretaries and clerks that before the end of this month, they should decide on whether to remain under the Public Service Commission or apply to join JSC.

    One of the affected staff told theGrapevine that Kabito told them that JSC is the mandated government organisation when it comes to recruitment, supervision and the discipline of all staff under the jurisdiction of the judiciary of Uganda.

    The development has divided judicial staff with some supporting the move while others are protesting against it and have sought advice from their respective bosses who advised them not to join JSC.

    They claim that the powers of JSC end with judicial officers and the Act that establishes the JSC as Amended in 2015 has not yet amended it to give them such powers.

    Maverick city lawyer Kassim Mabirizi Male has written to justice Kabito claiming that what he is trying to do is against the laws governing the institution.

    “This is therefore to require you to desist from such illegality until such a time when an Act specifies which support staff you will be responsible for because in reality, casual workers, secretaries and clerks who earn peanuts may not, in commonsense, be regulated by the same body which controls judicial officers who earn a minimum of Shs5m tax exempt,” Mabirizi stated in his letter.

    However, sources close to Justice Kabito insist that JSC has the right to take control of support staff because they are the vehicle used to promote corruption in the judiciary.

    JSC claims that many lawyers and litigants are channeling money to bribe judicial officers through the support staff and in most cases when they receive evidence against them, they don’t have powers to discipline them because they are under the control of the Public Service Commission.

    He narrated a situation when detectives from State House Anti-Corruption Unit, then commanded by Col. Edith Nakalema stormed Towed Towers which housed the Civil Division of the High Court to arrest a judge who had just received a bribe from a city businessman.

    The businessman was the one who petitioned Nakalema’s office.

    “They first photocopied the notes which they were taking to the judge to be used as evidence. The money was put in the envelope and given to the cleaner who was sent by the judge, they saw the cleaner entering the judge’s chamber and moving out without the envelope and they stormed the office,” the source said.

    He added that when they entered the judge’s office, they introduced themselves to the judge with their identification cards.

    He however just laughed at them and allowed them to search his office insisting that he has no money.

    He asked them why they didn’t arrest the cleaner if they saw him taking a bribe to him.

    The detectives turned everything in the judge’s chamber upside down but they didn’t see any money. In the end, they apologised to him after he threatened to sue them.

    Detectives suspected that on the way, the cleaner might have given the money to the judge’s body guard after knowing that there might be people following him and that’s how the judge survived humiliation.

    It’s because of such incidents that JSC wants all support staff to register with them.

    HE IS NOT MAD: Buganda Kingdom Clan Head Assassin Has No Brain Damage, CT-Scan Proves; Grandchildren Protest Process Used To Fish Bbosa’s Successor….

    The mighty Grapevine has exclusively learnt that medical doctors at Mulago hospital X-Ray department and those from different security agencies subjected Noah Derrick Luggya one of the suspected assassins who gunned down Ndiga (Sheep) clan head Eng. Daniel Bbosa Lwomwa to CT-Scan.

    On Sunday evening, Luggya survived being killed by an angry mob at Bulange in Lubaga Division, a Kampala city suburb accusing him of killing Bbosa.

    His colleague Emmanual Sserunkuma was killed on the spot by the mob.

    Luggya was taken to Mulago hospital and sources told theGrapevine that he is positively responding to medication and on Wednesday evening, he was taken for a CT-Scan to examine whether his brain has no damage.

    “His brain has no damage and I can confirm that he is mentally fine. At first we thought that maybe the mob damaged his brain, you know his head was badly beaten,” one of the doctors at Mulago X-Ray department said.

    He added that Luggya first pretended to be mentally unstable and was only looking at doctors without responding to anything they asked him.

    This forced the doctors to carry out a CT-Scan on him to establish whether he was fine.

    Doctor said that Luggya still has difficulty in talking because he lost some of his teeth after his mouth was shattered by the mob.

    Luggya was also taken to an X-Ray machine and his entire body was examined.

    Results showed that none of his bones was damaged and doctors are very sure that by the end of this week, he will be able to talk to the investigators from Maj. Dr. Tom Magambo the police’s Director of Criminal Investigation Department (CID) and those from Brig. Gen. Christopher Ddamulira’s Crime Intelligence Directorate.

    Sources held that detectives tried to talk to Luggya but he was not ready to talk even though he showed that he understood whatever was going on. On Friday, they are going to test him again.

    On the other hand, members of the Endiga clan have started protesting the process their leaders and officials from Buganda Kingdom used to get Bbosa’s successor.

    On Wednesday, Omutaka Ssalongo Augustine Kizito Mutumba the head of Buganda Kingdom clan heads council (Olukiiko lwabajjajja abataka) announced that the council had appointed Edward Lwanga and Kato Lutwama both premiers of Kasimba and Nyonyi Nyange clans to guide Endiga concerned leaders during the process of choosing Bbosa’s successor.

    However this evening, information started circulating that the assigned committee has already chosen Eria Buzaabo Lwasi, the son to late Luggya Lwasi who is a celebrated journalist and teacher.

    Those protesting the process told theGrapevine that a clan head cannot be chosen without first choosing the ‘Ssemusota’ who is supposed to preside over the process of getting Bbosa’s successor.

    “We know the people behind Buzaabo, but we can confirm to Buganda Kingdom Premier Charles Peter Mayiga and his people that bringing his people will not help solve the ongoing fights in our clan,” one Endiga clan member said.

    By the time of Bbosa’s death, Buganda Kingdom cultural court (Kkooti ya Kisekwa) had declared that he was illegally occupying the office of Endiga clan and a one Tabula Bbosa was enthroned as the clan head.

    Bbosa challenged the Kkooti ya Kisekwa judgment before Kabaka Ronald Muwenda Mutebi who is the Supreme Court on cultural matters.

    Sources claim that Buzaabu is expected to be introduced to Mayiga who will introduce him to Kabaka Mutebi to confirm or reject him and if the program moves as planned Bbosa will be buried on Sunday this week.
