Emmanuel Lumala Ddombo, the NRM party Director for Information and Communication has strongly condemned the alleged infighting among top government officials which he claims is undermining president Yoweri Kaguta Museveni’s top agenda of delivering government services to all Ugandans in a bid to secure their future.
While speaking to theGrapevine, Dombo revealed that as a party, they have tried to negotiate with all warring factions and people who are openly fighting each other but they have established that many times it is just a style of work by different government individuals.
Ddombo was responding to our question on the fresh war for supremacy between the leader of government business Robinah Nabbanja Musafiri and Justine Kasule Lumumba, the minister for General duties in the Prime Minister’s office.
In her letter dated 20th April, 2022, to the Speaker of Parliament Annet Anita Among, Nabbanja unveiled that it was only her 2nd deputy Gen. Moses Ali and her 3rd deputy Hajjat Rukia Nakadama who are supposed to represent her in parliament when she is absent.
President Museveni appointed Nabbanja to lead government business in parliament but on several parliamentary sittings, she is absent.
Her position has always been filled up by the government Chief Whip, a position that is now vacant after Thomas Tayebwa was appointed the deputy Speaker of Parliament.
David Kabanda, the Kasambya county legislator told theGrapevine that Nabbanja’s letter was written in bad faith and was intended to undermine Lumumba who has been acting as the leader of government business in Nabbanja’s absentia.
Kabanda noted that Nabbanja is leaving in fear of losing her position to people like Lumumba and her 1st deputy Prime Minister Rebecca Alitwala Kadaga.
Sources in cabinet intimated to theGrapevine that there are many camps among the ministers with each fighting the other that is why they are afraid of each other.
“It is the reason why people are moving with their water and simple eats; they think that their colleagues are going to poison them. The president must take serious action against such discipline because it undermines his government,” one of the ministers said.
Recently, Nabbanja was in a serious war for supremacy with Hillary Onek the senior Minister for Disaster Preparedness.
There was also a cold war between Nabbanja who thought that many ministers are undermining her and Jessica Alupo the Vice President.
Nabbanja claimed that she has the powers to chair cabinet in the absence of the president but she was overruled by the president who insisted that in his absence the Vice President should chair cabinet.
