President Museveni’s adviser on Media Joseph Tamale Mirundi has blasted comments made by the army spokesperson Brig. Richard Karemire on the shooting of civilians at Kalerwe by Lt. Col. Juma Seiko.

“Why should a military person shoot civilians and the army spokesperson only says things like don’t provoke them? How then is the current army different from those of the past regimes?” Mirundi wondered.

While on ABS TV’s omukulembeze w’enkya talk show today morning, Mirundi warned that such reckless comments from the army kill the discipline in the army that Museveni built right from the Bush war.

He said that in Museveni’s book ‘Sowing The Mustard Seed’ he narrated that during the Bush war, some of the soldiers misbehaved shot and killed civilians, when they were paraded before the army disciplinary committee, they argued that they were under the influence of alcohol.

“Museveni asked them should we give the gun to alcohol and we see if it will shoot and kill people. Museveni knew that if they don’t discipline these soldiers, the army will continue being indiscipline; they had to be an example to others that once you are indiscipline and hurt civilians, you had to be punished. They had to shoot them,” Mirundi said.

He added that, ” I highly respect Karemire, he is a good, humble man but what he did to support the shooting of civilians is unacceptable and is setting a bad trend. That is why the discipline of the army is quickly deteriorating these days.”

However, when the Grapevine contacted Brig Karemire, he refuted Mirundi’s reports and said that he did not accuse civilians but he urged them to respect each other.

“I never said that, my statement was very clear, I said that we should respect each other and no one is above the law so no one should take the law in his or her hands. Furthermore, I pointed out that there is a probability that Lt. Col. Seiko acted in self defence and therefore the need to put the incident into proper context rather than jumping to quick conclusion and judgment,” Karemire said.

He cautioned Ugandan civilians not to take military discipline as a weakness. “I urge the civilians not to take Uganda Peoples’ Defense Force (UPDF) discipline as a weakness, it is a strategic strength we have built over a long period of time,” he said.

He further refuted reports that indicate that the recent Nakulabye accident was spear headed by a military soldier saying that the accident was amongst local civilians.

“I also refute the reports that there was a soldier involved in the Nakulabye incident however I regret the Gulu incident,” he concluded.

President Yoweri Museveni’s senior adviser on media Joseph Tamale Mirundi has warned the newly appointed Uganda Revenue Authority (URA) boss John Musinguzi to be wary of some wrong elements in the authority and government who might kill him.

Mirundi revealed that there are a number of people who approached him and told him that Musinguzi is a member of mafia clique that has been stealing tax payer’s money.

“I am telling you that young man should be very careful otherwise he is going to be killed, for me I know how mafias work and many of them are not happy with his appointment because he is very loyal to the president,” Mirundi said.

He added that there are many officials in the top management of the Ministry of Finance (MoF) who had held the former URA Commissioner General Doris Akol hostage and had planned to get a lot of money so Musinguzi’s appointment is going to frustrate their financial plans.

He said that those officials in the MoF had even strategically stationed their candidate to replace Akol but they were very surprised to see the President appoint Musinguzi.

He further revealed that Musinguzi is also going to face a lot of silent protests internally in URA because they are not used to being led by people appointed outside the management of URA.

“I know that boy, he is going to be poisoned, I know how he survived being killed when he was still working with General Kale Kayihura in their battle to stop smugglers but this time I don’t know whether he will survive,” Mirundi added.

He added that to save his life, Musinguzi had to fly out of the country when Kayihura joined Uganda police as IGP. He persuaded back by the president and given a job in State House because he knows very well that he is loyal to him.

He advised Musinguzi that if he wants to survive being poisoned, he must do a lot of changes in URA.  He also noted that he tried to advise Akol not to flirt with mafias because they only wanted to use her office for their personal benefits and when they are done, they will dump her the same way they dumped Jennifer Musisi, the former Kampala Capital City Authority Director who also refused to listen to his advice thinking that she is too big.

Here Is How Government Plans To Spend Over Shs.300Bn Covid-19 Supplementary Budget: Security To Get Shs.81.5bn, Only Shs.39bn Budgeted For Food…

Today afternoon, the Minister for Finance presented a supplementary budget of over 300 billion to the budget committee in parliament to fight coronavirus.

Kampala Central legislator Muhammad Nsereko who shared how the money is going to be spent said, “I now know why these people are bitter. Clearly it’s a scheme. This afternoon government intends to present a supplementary budget of over 300 billion, which they have presented to the budget committee.”

  1. Only 82 billion for health
  2. 81.5 billion meant for security. Police, Army , CMI, ISO, ESO and LDU
  3. 14.7 billion for Ministry of ICT with 1 billion for social media activists.
  4. 3 billion for bill boards.
  5. 1 billion for printing stickers
  6. 10 billion for TV and radio adverts
  7. 10 billion for RDCS fuel and office maintenance.
  8. 39 billion for food to only the vulnerable in Kampala.
  9. Even 700 million for counseling.

Nsereko gave his opinion on how the money should be spent, “You can imagine when people are home and you make billboards. 1 billion for social media activists, so when you see those insulting us you know the money was partially released. I will oppose this crazy supplementary budget as I suggest that 70% should go to health, 20% food, 5% publicity and the remainder shared between security and other support sectors.”

However, the Prime Minister Dr. Ruhakana Rugunda while addressing parliament this afternoon clarified on how the food to the vulnerable is going to be distributed starting on Saturday (4th April 2020).

“The food supplies will be distributed by the Local Council leaders with the help of Police and Uganda People’s Defence Forces (UPDF) for transparency. We will give 6kgs of flour per head, 3kgs of beans per head, lactating mothers will be given 2kgs of powdered milk and 2kgs of sugar.

UNTOLD STORY: How M7 Tasked Dr. Mbonye To Save Bank Of Uganda Governor Mutebile’s Life And Why He Advised Him Not To Fly Him To South Africa….

President Yoweri Museveni on Tuesday evening talked to Doctor Ben Mbonye, the Director Nakasero hospital and his team of doctors who were attending to the unconscious Bank of Uganda (BOU) Governor Professor Emmanuel Mutebile and tasked him to do to save his life at all cost.

Credible sources at Nakasero hospital have told the Grapevine that the president phoned Mbonye to understand the health condition of the governor who has been hospitalized since Saturday when he was admitted in the hospital.

“No it’s not true the man is dead. The director has just briefed the president on his health condition. He is out of danger,” one of the doctors attending to Mutebile told this website.

The doctor added that Dr. Mbonye explained to the president that it will not be good to fly him to South Africa to meet his personal doctors as asked by Mutebile’s family members and friends because his condition is not fit for air travel.

There is also fear that Mutebile will not get good medical attention in South Africa given that most of the doctors in there are concentrating on the deadly coronavirus patients.

This website has exclusively established that president Museveni was worried when he saw a frail Mutebile recently at State house Entebbe where he attended a meeting in a wheelchair and couldn’t talk properly.

Multiple credible sources told this website that it’s the reason why the president rushed to appoint Dr. Michael Atingi-Ego as the deputy governor Bank of Uganda replacing Dr. Louis Kasekende whose contract expired early this year.

Sources further intimated to this website that the president realized that Mutebile’s deteriorating health condition was slowly stalling the operations of the central bank.

Our efforts to speak to Charity Mugumya the director Communications Bank of Uganda were futile.

However, Dr. Adam Mugume, the Executive Director Research, Bank of Uganda clarified that, “BoU Governor Prof. Mutebile took sick leave on Wednesday March 25, 2020. He is receiving treatment in a Ugandan medical facility and will resume duty as soon as he has recuperated. Strongly disregard the false and malicious stories of his passing.”
