Media analyst Basajja Mivule has warned that Uganda is a dead country filled with thieves who steal even the little that would have helped the poor.
Speaking on NBS Eagle show, where him and FDC’s Harold Kaija were hosted by Simon Muyanga Lutaaya, Mivule warned that it will be very hard for Uganda to survive the looming economic crisis because the three government agencies that are supposed to lead in securing the future of Ugandans politically and economically are the most corrupt.
“You kill someone who steals chicken and you forgive one who steals millions from the country? They should be lined up at City squared and fired 300 bullets in the stomach. The institutions that are supposed to help Ugandans are the most corrupt. In 2015 the Afro barometer together with transparency international released a report showing that Ugandan police is the most corrupt organization in all the five East African countries and the most corrupt institution in Uganda, in second place is Uganda Revenue Authority (URA) and the judges and government officials tie in third place.
Now listen to this, when URA collects taxes they first steal a certain percentage according to the report, what remains is what they send to government, which has the thieves in 3rd place (government officials), who also steal a certain percentage.
Now when they are arrested, police, which is in first place (most corrupt) is supposed to carry out investigations
They arrest the thief in third place and take him for trial to the institution (judiciary) in second place. So, how do you expect the corrupt to probe each other? God come down and save this country,” Mivule cried out.
Mivule said that because of the corruption in these vital institutions, this country cannot survive the economic crisis it is currently grappling in.

“We are in the world of the dead, Uganda is a dead country. Uganda’s problem is not taxes, there is a lot of money here. But our leaders steal everything that is collected, even the little that would help Ugandans.
These people are even going to tax us for the air we breathe, they are going to start taxing us for not tucking in. These guys are over taxing us, stealing the money and keeping it for themselves.”
“Let me give you an example, they gave police 200bn to buy a machine that will help URA monitor telecom companies and know the volume of airtime they sell so that they can levy the right amount of taxes because URA has no capacity to know whether the telecom companies are under declaring or paying the right taxes. Surprisingly, the machine they brought was not working.
Another example is when the ICT minister Aidah Nantaba said that she has failed to trace over 35bn meant to be given to the youth. The money was swindled.
I will give you another example, Museveni recently said that he had given 60bn to the youth development programme. I went to Kampala Capital City Authority (KCCA) and asked the officials there where the money that the president gave to the youth was because the youth were not getting it.
I asked them why they were sending the youths to banks which were asking for land titles from them as collateral. Where would a person who has just finished s6 get a title from?
The officials told me that as soon as the president released the money, some officials asked for the money and they returned it to government.
The officials plainly told me that it was a ‘kiwaani’ (lie). That money wasn’t meant to be given to the youth, some people wanted to use the youth as an excuse to steal money.”
“The issue is not tax collection, Uganda collects enough money but the government officials steal the it.
President Museveni should emulate other countries by arresting these thieves who are stealing tax payer’s money.
A police officer in a poor country like Uganda is richer than a police officer in America. I know of a police officer who earns 800,000 shillings monthly but has just built a 700million mansion, this officer has another house worth 300 million. Most commissioners in police are filthy rich. They are richer than their American colleagues. President Museveni should start by probing such officials.
Where do his ministers get all those riches to construct such mega building when what they earn so little?
Which president does not ask these people (where they get their money). That is why we are going to arrest these men.
We are warning everyone protecting Uganda’s boarders that when the time comes for us to chase these people (and capture them and what they have stolen) not to open the boarders for them to escape because we need to hold them accountable,” Mivule charged.
